DETROIT - At the Detroit Auto Show earlier this month, luxury was in the air. Pricey new Bentleys and Maseratis glittered - including a Maserati 2014 Quattroporte with a $132,000 price tag; U.S. Cabinet Secretaries and dignitaries rubbed shoulders; and many of the well-heeled attendees ponied up for a $300-a-ticket black-tie charity ball.
But in a city that is slowly dying, the glitz didn't extend much beyond the Cobo Center exhibition hall.?General Motors Co. and Chrysler, which along with Ford Motor Co. gave the Motor City its identity, survived near-death experiences after filing for bankruptcy during the financial crisis.?
Now, Detroit itself is edging closer to a similar precipice, only unlike the automakers, its chances of getting a federal bailout are almost nonexistent.
The story of Detroit's decline is decades old: Its tax revenue and population have shrunk and labor costs have remained out of whack. But the city's budget problems have deepened to such an extent that it could run out of cash in a matter of weeks or months and ultimately be forced into what would be the largest-ever Chapter 9 municipal bankruptcy filing in the United States.
Frustrated by the lack of concrete progress, Michigan Governor Rick Snyder, a Republican, last month appointed a team to scour the city's books. The audit could result in a state takeover of Detroit's finances through the appointment of an emergency financial manager. Such a manager, who would seize control of the city's checkbook, could then propose federal bankruptcy court as the best option.
Snyder, who has called the situation "a crisis in terms of financial affairs," said the team would deliver its report in February.
"Detroit is teetering on the verge of bankruptcy after the City Council has failed to make the necessary cuts to deal with having a smaller population," said Rick Jones, chairman of the Republican majority caucus in the state Senate.
Jones, who has indicated he does not favor a bankruptcy, said he would like to see an emergency manager installed to fix the city's problems. If that failed, there would be a case for finding a way to shrink the Detroit municipal area, he argued.
Detroit's population is now just over 700,000 - down 30 percent since 1990 - but the city still has to provide services to an area encompassing more land than San Francisco, Boston and the borough of Manhattan.
While Democratic Mayor Dave Bing and the Detroit City Council have moved to reduce spending and initiate some reforms to stave off a takeover, including layoffs and wage and benefit cuts, the progress may not be enough for Michigan officials and lawmakers.
Streets without lights
In the booming post-Second World War era, Detroit was America's fifth-largest city. Today, it ranks 18th. In addition to a sharp population decline, it suffers from high unemployment related to a loss of businesses, a flood of home foreclosures and a cut in state funding. That has led to shriveling revenue, leaving the city unable to afford a workforce of more than 10,000 and the surging health and pension costs that go with them and with its retirees. As a result, credit ratings on Detroit's approximately $8.2 billion of outstanding debt have sunk deeper into junk territory.
The city's labor costs, including health care and pensions, are shrinking in absolute terms but rising as a share of the budget. They are slated to drop to $968 million, or nearly 49.5 percent of the operating budget, in the fiscal year ending June 30 versus $1.14 billion, or 45.5 percent, a year earlier.
Signs of decline are everywhere - in a rising crime rate, streets without lights and block after block of abandoned buildings. The murder rate of one per 1,719 people last year was more than 11 times the rate in New York City. The jobless rate is above 18 percent, more than twice rate for the country as a whole.
A bankruptcy would be messy.
The interests of creditors would likely collide with those of labor unions wanting to protect workers' benefits, said Eric Scorsone, a Michigan State University economist who has written papers on municipal bankruptcy and on the state's emergency manager laws.
"It is going to require the players - the City Council, the mayor, the state - to be on the same page. If you go into bankruptcy with a lot of conflict and dissent, it's going to cost more," said Scorsone.
It could also be racially explosive. Detroit has the largest percentage of black people of any U.S. city, with 83 percent of the population identifying themselves as African American, black or Negro, according to the 2010 U.S. census. Most of Michigan's state government, including the governor's office, is run by white Republicans. ?
Detroit Council Member JoAnn Watson, who along with two other members of the city's all-black City Council has been resisting reform measures, said she is still hopeful of a federal bailout or an injection of state money that she claims the city is owed.
Mayor Bing would not comment for this story.
Consequences
The automakers have little to say publicly about the crisis. Most of their operations in Michigan are now outside Detroit, and getting any top executive to even discuss the possibility of a city bankruptcy was almost impossible at the auto show. "I don't want to get into the politics," said GM CEO Dan Akerson, while Chrysler CEO Sergio Marchionne said: "I don't see what the consequences would be for us."
One of the city's biggest challenges is its complex set of labor agreements with a whopping 48 bargaining units that represent most of the city's workforce.
Max Newman, a bankruptcy attorney at Michigan-based Butzel Long, said a Chapter 9 bankruptcy could help the city throw out its collective bargaining agreements with unions.
Costs would have to be tackled since Detroit cannot just jack up taxes to reduce the cumulative budget deficit, which grew to $326.6 million in fiscal 2012 from $196.6 million in fiscal 2011. The state would likely resist tax increases, and they might only make matters worse anyway. "If taxes go up any further it would exacerbate the flight out of the city," Newman said.
But for some of those who have seen Detroit struggle for years, bankruptcy is starting to look like the least awful option - even though it will be painful.
"I think...off and on, that it wouldn't be a bad idea," said former Ford chief financial officer Allan Gilmour, now the president of Detroit's Wayne State University. "Let's clean this out once and for all."

Over the past few months, I?ve taken a step back to really think about how I prioritize my time and attention. Outside of work, I spend a significant among of time forming and sustaining friendships. I love my friends. They?re a hilarious group of people with similar interests and philosophies of life. What separates them is the amount of attention and time they give our relationship. In many of my relationships (past and present), I?ve been the one to initiate reaching out and checking in, even when there was nothing coming from the other party. Needless to say, I learned the hard way that some of those people in my life were quite frankly not concerned with me. To some extent many of them had been indirectly (yet directly) walking out of my life, and I wasted time trying to keep them around.
The realization that the people can change, and reveal themselves to be a person not aligned with the character you got accustomed to, can be tough. Do you express your frustrations? Do you cut them off?? Both are viable routes. For me, when someone shows themselves to be unworthy of my friendship, we talk about it, and they still continue to operate under their terms; re-evaluating the relationship shouldn?t be an option.
In a powerful video clip I saw a few months ago, Bishop T.D. Jakes preached, ?When people can walk away from you, let them walk.? If you value your time, attention, love and friendship, why waste it on the undeserving? Why spend time trying to hold onto things and people who don?t want to be held? Why try bonding with people who don?t want to get closer to you? Doing these things hold your destiny and proverbial light, hostage.
When we let go of friendships that aren?t true friendships and love that is not reciprocated, all we are losing is the weight of broken promises and unfulfilled expectations. Focusing your attention on toxic relationships causes you to ignore the abundant love and friendship from others that?s probably in your face.
When people can walk away from you, let them walk!

Who knew? My parents are cool. Homeschooling is becoming hipster. Celebrity parents like Brad Pitt and Angelina Jolie proudly discuss their homeschooling lifestyle. But pioneers like my parents set the trend of educational freedom.
The plan was to send me to public school. My mother enjoyed her job as an R.N. and was not bored. She was simply a creative rebel. And my father encouraged her to pioneer?because he believed in freedom.
My mother is a rebel with her own style. She once told me: ?I never wanted to be like anyone else. I always did my own thing. But my girlfriends would copy my artwork and my clothes. I would get a new outfit, and they would go out and buy the same outfit. I was happy when I could eventually sew my own clothes and they couldn?t copy me. But when they copied my artwork, it irritated me.? My grandmother told her: ?When they copy you, it is the highest form of flattery.?
My mother designed, sewed, modeled and won fashion awards for her clothes. Her parents could not afford to buy drawing paper so she innovatively recycled newspaper to sketch her designs.
As an adult, I think the artist in my mother motivated her to do something unique with her children?s education?and, once again, set a trend that her peers would copy. When I was five years old, homeschooling was not as cool and acceptable as it is today; homeschooling parents were scrutinized and ridiculed. My mother did not care; she was an entrepreneur.
My mother?s friends openly doubted her ability to teach her own children. She proved them wrong; I graduated Summa Cum Laude from college, my sister is a teacher at a private school and I have a brother in medical school. Today, many of my friends and cousins are homeschooled.
More and more American parents are choosing homeschooling. Here?s why:
1.) Freedom
Homeschooling parents want freedom?for themselves and their children. They do not want their children?s First and Fourth Amendment rights to be routinely violated as they are in many public schools through censorship, unprovoked random drug tests (for athletes) and unwarranted searches and seizures.

AMSTERDAM (AP) ? The Netherlands' Queen Beatrix says she will abdicate her throne in April to make way for her eldest son, Crown Prince Willem-Alexander. Here are some questions and answers about the Netherlands' House of Orange and how it's a little different than, for instance, the British monarchy.
A DUTCH MONARCH CAN JUST UP AND QUIT?
Absolutely. Unlike in Britain, where Queen Elizabeth holds religious titles and seems to see it as her duty to rule until she is no longer able, the Dutch monarch is more or less a government job. The queen or king is the head of state and falls under the purview of the prime minister. Queen Beatrix is turning 75, and she's been in office for 33 years. There's really nothing in the way of her stepping down to enjoy her immense personal wealth and her hobbies, which include skiing and horseback riding.
WILL SHE BE MISSED?
There are a few republicans who want the monarchy abolished. But the large majority of Dutch ? probably even most republicans ? like the queen and think she has handled her job with grace and dedication. She has been part of Dutch lives for a generation, through national tragedies and triumphs. In casual conversation, people refer to her simply as "Bea." As former Prime Minister Wim Kok put it, when he heard the news she was stepping down: "I got goose bumps. You know it's coming, but still, it's the end of an era." Beatrix's abdication speech drew 7 million viewers out of a population of 16.8 million ? close to the 8 million who watched the soccer World Cup final the Dutch lost in 2010.
WHO'S THE NEW KING?
That would be Crown Prince Willem-Alexander Claus George Ferdinand. The Dutch informally call him "Wim-Lex," which is a step up from "Prince Pilsner," the nickname the tabloids gave him during his boozy university days.
Willem-Alexander's image improved as he became a family man with three young daughters and developed a career as a diplomat and water management expert. The prince's wife, Argentine investment banker Maxima Zorreguieta, is probably more popular than he is.
In line with the professional attitude of the Dutch monarchy, Willem-Alexander has served on various international water management boards, while soon-to-be Queen Maxima has been involved in promoting microfinance projects in developing countries.
WHAT'S HE GOT THAT I HAVEN'T GOT?
Apart from the wealth and titles he inherited by accident of birth, Willem-Alexander can: pilot jet planes, skate a 200-kilometer marathon along frozen canals in sub-zero weather conditions, and run the New York marathon. The 45-year-old has served on a U.N. advisory panel and been a member of the International Olympic Committee ? a job he regretfully quit Tuesday because it could conflict with his kingly duties.
SO WHAT ARE THE BEST DUTCH ROYAL SCANDALS? WHAT DO THE TABLOIDS SAY?
Beatrix's father, Prince Bernard, had his share. German-born, he served the Allies well in World War II, flying combat missions. Later in life, he had extramarital affairs and got tangled up in bribery accusations.
YOU'RE TELLING ME YOU'VE GOT NOTHING ON BEATRIX OR WILLEM-ALEXANDER?
Well, nothing directly on Beatrix. Willem-Alexander once crashed a car. And he was criticized by some for running onto the field and celebrating along with the Dutch women's hockey team after they won the bronze medal at the Olympics in Atlanta, although others saw that as a good thing.
But the most serious scandals they faced arose from their marriages. That's not because the character of any spouse was in question, but rather because of his or her family background.
Beatrix's marriage to her husband Prince Claus was initially resisted by the Dutch public, with many residents upset about his service with the Nazi army in World War II and membership in the Hitler Youth. He served in Italy near the end of the fighting and was quickly taken prisoner. As royal consort, he eventually became popular for his quiet, modest and honest nature.
Princess Maxima's father, meanwhile, was Agriculture Minister in Argentina in the murderous Videla regime of the late 1970s. Out of diplomatic considerations, her family won't be attending when she is sworn in as queen and Willem-Alexander is inaugurated as king on April 30.
"SWORN IN"? "INAUGURATED"? I THINK THE WORD YOU'RE LOOKING FOR IS "CROWNED."
Nope. Willem-Alexander won't be getting a crown placed on his head, or become overlord of all Dutch people. This goes back to the difference between the Dutch and British royal houses. The Dutch monarchy is not just more modern in viewing the kingship as more of a profession than a perhaps divinely ordained role, it's literally more modern. It was founded after the American Revolutionary War, and, more importantly in European terms, after the French Revolution. Dutch monarchs are inaugurated at a meeting of the upper and lower houses of the Dutch Parliament, where they promise to serve and uphold the country's constitution.
As a commoner, you are still supposed to address the monarch as "your highness," though, if you happen to bump into him or her at a cocktail party. It's protocol.
WILL THERE BE A PARTY TO USHER IN THE CHANGES? AND WHO GETS TO GO?
Most definitely. And everyone.
April 30, Queens' Day, rivals New Year's Eve as the biggest bash of the year in the Netherlands. There hasn't been a king on the Dutch throne in more than 100 years, but this year's celebration will probably be the last Queens' Day until one of Willem-Alexander's daughters ? presumably the oldest, Catharina-Amalia ? someday replaces him.
But next year there will be a King's Day at around the same time.
Prime Minister Mark Rutte has said Queen Beatrix doesn't think it's appropriate that she receive a big going away gift or that an excessive amount of money be spent on the celebration, given that the Dutch economy is in a weak patch. But ? this party being held in Amsterdam, which has a reputation to uphold ? he said it wouldn't be a sober affair either, where all they serve is "a little glass of fruit juice."

Defense Secretary Leon Panetta announced last week that women would be allowed to serve in combat, opening hundreds of thousands of jobs to female soldiers. Explainer readers are wondering: Now that women can officially take to the battlefield alongside men, do they have to register for the Selective Service?
Not just yet. When President Jimmy Carter renewed the Selective Service in 1980 in response to the Soviet invasion of Afghanistan, Congress decided not to require women to register, in part because women could not serve in combat. Legislators also feared public outrage over ordering women to sign up for a potential draft, a move that would have been unprecedented in U.S. history. (One of the most effective arguments against the Equal Rights Amendment of the 1970s was the possibility that it would force women into the draft and military combat.) A group of men sued the government over the decision, arguing that the move violated the due process clause of the Fifth Amendment and the equal protection clause of the 14th Amendment. Although the challengers won in a lower court, the Supreme Court ultimately sided with the government in a 6-3 vote.
Neither Congress nor the administration has announced plans to open the Selective Service to women since last week?s historic announcement, but there?s a good chance that could change in the near future. The Supreme Court?s decision in 1981 was based largely on the exclusion of women from combat. If Congress doesn?t open the draft database to women in the near future, the Supreme Court might force its hand, deciding that there?s no legal basis for distinguishing between men and women anymore.
Long before America contemplated sending women into battle, Congress considered drafting them. During World War II, the military automatically discharged any member of the Army Nurse Corps who married, leading to a shortage of nurses. In 1945, the House passed the Nurses Selective Service Act, which would have required the registration of young women with nursing credentials. President Roosevelt pushed the idea in his State of the Union speech, but, with the war nearing its end, the Senate decided the historic move was no longer necessary.
Canada established its own National Selective Service Women?s Division during World War II, although it wasn?t equivalent to a draft. The agency was merely a resource to help match willing female workers with open industrial jobs in the country?s growing cities.

CAIRO (AP) ? Egypt's president declared on Sunday a 30-day state of emergency and night curfew in the three Suez Canal provinces hit hardest by the wave of violence that has left more than 50 dead in three days.
Angry and almost screaming, Mohammed Morsi vowed in a televised address that he would not hesitate to take even more action to stem the latest eruption of violence across much of the country.
But at the same time, he sought to reassure Egyptians that his latest moves would not plunge the country back into authoritarianism.
"There is no going back on freedom, democracy and the supremacy of the law," he said.
The three provinces are Port Said, Ismailiya and Suez and the curfew, also for a month, is effective 9 p.m. to 6 a.m.
The worst violence this weekend was in the Mediterranean coastal city of Port Said, where at least 44 people died in two days of clashes there that began on Saturday. The spark was a court conviction and death sentence for 21 defendants involved in a mass soccer riot in the city's main stadium on Feb. 1, 2012 that left 74 dead.
Most of those sentenced to death were local soccer fans from Port Said, deepening a sense of persecution that Port Said's residents have felt since the stadium disaster, the worst soccer violence ever in Egypt.
At least another 11 died on Friday elsewhere in the country during rallies marking the second anniversary of the uprising that toppled authoritarian President Hosni Mubarak. Protesters used the occasion to renounce Morsi and his Islamic fundamentalist group, the Muslim Brotherhood, which emerged as the country's most dominant political force after Mubarak's ouster.
Morsi, in office since June, also invited the nation's political forces to a dialogue starting Monday to resolve the country's latest crisis.
The predominantly secular and liberal opposition has in the past declined Morsi's offers of dialogue, arguing that he must first show a political will to meet some of its demands.
There was no official reaction to Morsi's moves by the National Salvation Front, an umbrella for the main opposition parties. Some opposition figures, however, told TV talk shows that they would take part in the dialogue but only if it is run by independent third parties and if they receive assurances that its outcome would be binding on everyone.
Morsi did not say what he plans to do to stem the violence in other parts of the country, but he pointed out that he had instructed the police to deal "firmly and forcefully" with individuals attacking state institutions, using firearms to "terrorize" citizens or blocking roads and railway lines.
There were also clashes Sunday in Cairo and several cities in the Nile Delta region, including the industrial city of Mahallah.
Egypt's current crisis is the second to hit the country since November, when Morsi issued decrees, since rescinded, that gave him nearly unlimited powers and placed him above any oversight, including by the judiciary.

WASHINGTON (AP) ? Rep. Paul Ryan said Saturday that Republicans need to stick together and pick their fights during President Barack Obama's second term, rejecting some White House proposals outright and trying to infuse others with conservative principles.
In a speech to conservatives, the GOP's 2012 vice presidential nominee said Obama would attempt to divide Republicans but that the party must avoid internal squabbles as it seeks to rebound from a second straight presidential loss.
"We can't get rattled. We won't play the villain in his morality plays. We have to stay united," Ryan said at the National Review Institute event. "We have to show that if given the chance, we can govern. We have better ideas."
The Wisconsin congressman outlined a pragmatic approach for a party dealing with last November's election defeats and trying to determine whether to oppose Obama's agenda at every turn or shape his proposals with conservative principles.
With a surging minority population altering the electorate, Republican leaders have discussed the need to attract more women and Hispanics while at the same time standing firm to the values that unite conservatives.
The party's future was a major theme during the three-day meeting of conservatives activists, who expected to hear from Govs. Scott Walker of Wisconsin, Bobby Jindal of Louisiana, Bob McDonnell of Virginia, and Sen. Ted Cruz of Texas.
Ryan rejected the notion that Republicans were "in the wilderness," noting that the party controls the House and most statehouses. But he said Obama's victory over Mitt Romney meant that Republicans would need to recalibrate their approach to deal with the new political realities.
"If we want to promote conservatism, we'll need to use every tool at our disposal," Ryan said. "Sometimes, we will have to reject the president's proposals ? that time may come more than once. And sometimes we'll have to make them better." He said Republicans should have two main goals for the next four years, namely "to mitigate bad policies" and "to advance good policy wherever we can."
Ryan acknowledged that "we all didn't see eye to eye" on the recent "fiscal cliff" vote to deal with a combination of spending cuts and higher taxes that were set to take effect at the start of the year. He defended his support for the bill, saying it was the only way to avoid sweeping tax increases and prevent the economy from going into a free-fall.
As chairman of the House Budget Committee, Ryan said Republicans needed to guard against a debt crisis for the country that would undermine the economy. He said he would promote changes to Medicare and Medicaid and would propose a budget "that will balance and pay down the debt."
But November's election results still linger. Ryan said he was "disappointed" by the outcome, saying he was "looking forward to taking on the big challenges" while living at the vice president's residence. "My kids were looking forward to having a pool," he joked.

LAS VEGAS (AP) ? Forget the firm handshake and networking chit chat. Business students who want a job at Caesars Entertainment need to work on their poker faces.
Nearly 300 Master of Business Administration students and alumni anted up for a three-day Texas Hold 'em poker contest last weekend in hopes of hauling in a corner office. Hiring managers and corporate executives schmoozed with candidates during breaks in the action.
The annual MBA tournament on the Las Vegas Strip was little more than a marketing gimmick until last year, when Caesars decided to add cocktail hours and high-level interviews, said Tijuana Plant, who works in the company's human resources department.
Now, the event is a serious recruitment tool. The festive atmosphere and real-money stakes help the company screen for the critical thinking ability and social aptitude needed in the gambling industry, where business is often mixed with pleasure, Plant said.
"We like to see analytical people," she said. "Poker players are analytical and are willing to take strategic risk, and that is what we're looking for."
Caesars held a networking reception Friday and a two-hour presentation about its corporate culture Saturday. On Sunday, 20 lucky MBAs were invited to formally interview with casino bigwigs for a spot in the company's 10-week management trainee program, which pays $16,000.
Apprentices perform a variety of high-level jobs, including masterminding marketing strategies and working with general managers to troubleshoot on properties, Plant said. Last year, four of the 12 people accepted into the trainee program played in the tournament.
Students flew in from prestigious programs including Harvard Business School, the Wharton School of the University of Pennsylvania, and the MIT Sloan School of Management. But executives were on the alert for nerds.
"We're not selling insurance. This is a fun industry, and we're selling a lifestyle," Plant said. "We're watching for whether they're not having a good time at all and just focusing on the job, or if they're having fun and looking for a job at the same time. It's kind of our test."
Caesars Entertainment Corp. operates more than 40 casinos around the world, including the Flamingo in Las Vegas, the Emerald Casino Resort in South Africa and Harrah's casinos around the country.
Ashish Gupta was among the students who interviewed Sunday. He said he lasted a few hours in Friday's tournament but spent most of the weekend making friends and learning about the casino industry.
"I just made my bid and had a good time," said Gupta, who is in his second year at the University of Southern California's Marshall School of Business. "I was not really stressed out about losing my buy-in. It was cool just meeting people in an environment where you wouldn't normally have that interaction."
Some aspiring business moguls who did not land interviews still walked away from the tournament at the Planet Hollywood Resort & Casino with cash prizes approaching $8,000. Candidates had to ante from $85 to $225 to enter the eighth annual tournament, depending on how much they hoped to win.
Caesars appears to be the only casino to pit potential hires against each other around a card table. But more companies are turning to this kind of "event recruiting" to compete for top candidates, though job seekers are not usually required to pay to play, said Emily Taylor, who teaches career management at UCLA's Anderson School of Management.
"I think it's a great strategy by Caesars," she said. "The economy is improving and we're starting to see firms trying to distinguish themselves in different ways."
Creative gambits also allow recruiters to establish a cultural match more quickly, said Lisa Feldman, executive director of MBA career management at the University of California, Berkeley's Haas School of Business.
Last fall, a division of Amazon.com Inc. sponsored a Friday-night party for Hass students, she said. Neutrogena Corp. invites students to write essays about skin care to win admission to a cocktail party. And one real estate investment management firm in Newport Beach, Calif., flies standout students to a golf tournament.
These events are designed to tell a story about the company, Feldman said, and the Caesars tournament told one, too.
"The gesture of having a buy-in kind of says, 'We're about real money," she said.
John Unwin, CEO of the Cosmopolitan Las Vegas, which competes with Caesars, said his hiring managers also like to observe candidates interacting with one other, but they create those situations without a mound of chips.
He said poker fit more directly in Caesars' wheelhouse.
"They love poker. They own the World Series of Poker," he said.
The game also seems to have taken hold in MBA programs, with schools such as Wharton and the University of Chicago Booth School of Business setting up their own regular card games.
Plant said poker may one day eclipse golf as the preferred pastime of the business elite.
"It's becoming more of a way for people to interact with each other and discuss business in a casual setting," she said.
The MBA tournament candidates who end up landing casino jobs may not play again for a while, though. Caesars executives are banned from playing cards on company property.

DAVOS, Switzerland (Reuters) - It began with the death of an anti-corruption lawyer in a Moscow jail and grew into a row between Russia and the United States. Now Russia's business elite are worried their interests could be harmed by fallout from the Magnitsky affair.
With international concern spreading after the 2009 death of Sergei Magnitsky, some Russian tycoons are worried their legitimate cross-border money transfers involving anything from industrial investments to luxury properties will get hit by red tape.
And they complain that the Kremlin's hard-line stance on Magnitsky is not doing them any favors.
"The Russian business (community) is absolutely united. The situation is more than bad and things may well spread to the EU and UK and God knows who could be sucked in," said a Russian billionaire, speaking at the World Economic Forum in Davos.
The billionaire asked not to be named as he said the Russian business establishment was still afraid of bringing up the matter with Russian President Vladimir Putin.
Russian business has tried to stay out of politics since the country's then richest man Mikhail Khodorkovsky was jailed for tax evasion in the last decade, a move Putin's critics say was revenge for Khodorkovsky's political ambitions.
Magnitsky died in a Moscow prison while in pre-trial custody on tax evasion changes.
Authorities said the 37-year-old died of a heart attack, but his former employer, investment fund Hermitage Capital, says he was killed because he was investigating a $230 million theft by mid-ranking interior and tax officials.
The Russian business elite was at first broadly indifferent to the case, but that changed last year when the United States introduced its "Magnitsky Act", imposing sanctions on dozens of Russians, whom Hermitage and its owner Bill Browder accused of being involved in money laundering and the lawyer's death.
Russia responded by banning the adoption of Russian children by Americans. And subsequently the fallout from the affair has increased.
EXTENSIVE PROBE
Investigations have taken place in three European countries which are important conduits for fund transfers by Russian business.
In Lithuania the prosecutor's office said an investigation into suspected money laundering, based in information from Hermitage, is continuing having already resulted in the freezing of several bank accounts, while Estonia's public prosecutor said local police had investigated the matter though they decided not to open a criminal case.
And Swiss prosecutors have said they are conducting an extensive inquiry into money transfers alleged to have been made by Russian tax officials and others allegedly involved in Magnitsky's death.
Although Russian businessmen say they have nothing to fear from such investigations, they worry it will become increasingly difficult to manage global portfolios which have grown in the past two decades to take in interests ranging from soccer clubs to French castles.
The biggest concern is that Magnitsky Act-type measures will spread.
"Many more countries will join. We believe the EU will impose the Magnitsky sanctions before the end of the year," Browder said.
Clearly he has an axe to grind, but he says he has heard more and more complaints from Russian executives that the Kremlin needed to investigate the case properly to stop tensions with the United States from spreading and damaging business.
Economist Sergei Guriev said: "Russian business is very upset. The last development they want is to see the EU or UK joining those sanctions. Quite simply it is where the Russian business has huge assets and where their kids are studying."
Russian officials and bankers say the impact on commerce is becoming far too negative.
"Of course I have concerns about a worsening in (Russian-U.S.) relations. It creates unease for business. And it is a question for both sides - what's the point of continuing all this? I think it is very important to move on," said German Gref, head of top Russian bank Sberbank.
BROADER CONCERNS
For many business executives, the Magnitsky affair is symbolic of broader concerns about operating in Russia.
The case has repeatedly soured Russia's presence at the Davos economic forum and this year delegation head and Prime Minister Dmitry Medvedev faced more tough questions focusing on the lack of reforms in his country.
Before Medvedev gave his opening speech, some 78 percent of respondents voting in an audience packed with hundreds of Western executives and politicians agreed that Russia's biggest problem was weak government and corporate governance.
"The level of trust between Russian and foreign business is again very low. And it is a very bad sign at a time when Russia wants to speed up growth. And that is impossible without foreign investment," said a senior Russian oil executive.
Economists like Guriev note the Russian stock market has been one of the worst performers among emerging nations over the past year, despite a stable macroeconomic environment.
The richest BRIC nation has also seen a continuing high level of "capital flight", or money fleeing the country because of domestic uncertainties, some analysts say. A report by accountants Ernst & Young last month estimated capital flight out of Russia at $32.3 billion in 2011, while a Reuters poll showed net capital outflows of $71 billion in 2012.
Kenneth Hersh, CEO at NGP Energy Capital, a U.S.-based energy fund which has $13 billion under management, says he is not investing in Russia due to a general perception of a lack of rule of law and weak regulation.
And he shares concerns that the Magnitsky case is adding to the general perception of Russia as an unattractive place to do business.
"I need higher returns to compensate for that risk," Hersh said.

Laura Safe, texting her boyfriend, just before she made her big splash.
Generally speaking, those who report the news try to avoid being ... well, the news. But sometimes accidents happen?? like in the case of?a radio newscaster who walked directly into a canal while texting her boyfriend.
"Oh dear. I should really be called Laura UNsafe after the day I've had!" tweeted Laura Safe, a newscaster for UK-based music radio station Capital FM, about a week ago.?It didn't take long for the world to discover why Safe was feeling dangerous, because her colleagues were more than happy to make the details of her morning part of a segment.
"Poor Laura Safe. All she wants to do is read the news. And this morning, all we wanted to do is take the mickey," a note on the Capital FM website explained on the day of the incident. "The canal was icy, she was texting ... it was the weather's fault really."
Holding nothing back, whoever wrote that note even finished it with a flourish: "Ahahahahahahahahahaha!"
"I thought there was pavement ahead of me, I could see it out of the corner of my eye," Safe said during a segment on Capital FM's Capital Breakfast show. After viewing?CCTV footage acquired by the Telegraph, we find this to be an almost reasonable explanation. The canal running through?the Mailbox ??the Birmingham shopping center in which Safe had her stumble?? is at the bottom of a set of stairs, with no guardrail of any sort preventing someone, such as a distracted newscaster, from walking directly into it. We wouldn't be surprised if it did indeed look as if it was merely a walking area, if it happened to be frozen over and one wasn't really looking ahead.
Excuses and theories aside, Safe was quite lucky.?Neil Edginton ??managing director at property development group EDG Property, who coincidentally?was part of the team?behind the creation of the Mailbox and its odd layout?? happened to witness her accident.
"Slightly wet, as just had to pull someone out of canal! Walking towards me on their phone, straight into the water! #splash," Edginton tweeted shortly after pulling Safe out of the water. He'd tried to warn her right as she was taking the final step into icy doom: He shouted "Nooooooooooooo!"
As much fun as Safe's colleagues and other reporters appear to be having while covering her accident, distracted walking isn't really a joking matter. In 2008, the American College of Emergency Physicians warned of rising reports involving oblivious texters, with injuries involving text-messaging pedestrians, bicyclists, and even horseback riders.?
More recently, we've seen plenty of individuals endanger themselves by using their cellphones while walking. In January 2011?a woman fell into a water fountain while walking through a mall and text messaging. Video footage of the accident?was posted to YouTube and quickly made its rounds on the Internet.?In April 2012, a Califonia-based man nearly walked directly into a bear because he was distracted by his cellphone.?In August 2012, footage of an earlier incident in which a man stumbled right off a plain platform while focused on his phone circulated on the Internet.
In April 2012, October 2012, and January 2013, this reporter managed to bruise her knee on a desk corner because of a distracting text message. She is considering changing desks.

British broadcaster Stuart Hall arrives at Preston Magistrates Court in northwest England on Jan. 7.
By Ian Johnston, Staff Writer, NBC News
LONDON -- A BBC sports commentator and entertainer -- so popular that members of Britain's royal family once took part in his game show -- has been charged with raping a woman and indecently assaulting girls as young as nine, according to police.
Stuart Hall, 83, who was made an Officer of the Order of the British Empire by Queen Elizabeth in 2012 for services to broadcasting and charity, was arrested Tuesday morning after going to a police station voluntarily. He had covered soccer for BBC Radio 5 Live until recently.
The Associated Press noted the allegations had deepened "concerns about sex abuse by top BBC personalities decades ago."
In 1999, more than 50 British lawmakers signed a motion in parliament to congratulate Hall for 40 years in television with one, Tom Pendry, describing him as an ?icon with the youth of today.?
Hall, famed for laughing hysterically, has commentated on soccer matches since the 1950s. He is known for his off-the-wall approach to covering the sport.
He also hosted the comedy game show ?It?s a Knockout? in the 1970s and 1980s.
In 1987, four members of the U.K. royal family ? Prince Andrew, Princess Anne, Prince Edward and Sarah, Duchess of York -- took part in a one-off version of the show for charity, which was hosted by Hall. Stars such as Meatloaf, John Travolta and John Cleese also participated.
In a statement Tuesday, Lancashire Constabulary said Hall, of Wilmslow in Cheshire, England, was alleged to have raped a 22-year-old woman in 1976.
?The indecent assault offences are alleged to have been committed between 1967 and 1986 and to involve 10 girls aged between 9 and 16 years,? the statement said.
Hall was given bail Tuesday and is due to appear before a court in Preston on Feb. 7.
In December, police said Hall had been charged with three counts of indecent assault.
For 20 years, Jimmy Savile's children's show was a highlight of Saturday night family TV on the BBC. But now, British police say 300 people have come forward with claims that Savile abused them during his 60-year broadcasting career. NBC's Annabel Roberts reports.
The charges against Hall come amid a string of claims that famous Britons committed sexual offenses, mostly during the 1960s and 1970s.
These came to light after it emerged that the late Jimmy Savile, who was one of Britain?s top entertainers for decades, was a prolific sex offender.
Earlier this month, police released a report cataloging more than 50 years of rapes and indecent assaults, saying he had committed at least 214 sex crimes against victims as young as 8.
Like Hall, Savile was also honored by the British queen, receiving a knighthood.
A number of other high-profile figures have been questioned by police, including former glam rock singer Gary Glitter and comedian Freddie Starr, who both deny any wrongdoing.

There will always be a need to assume people who read what you write, as it concerns internet marketing, know at least something about the subject. Just imagine taking a complete newbie and trying to explain absolutely everything on fat loss factor review. So you can easily see that it really can be dangerous to attempt some strategies until you are completely sure of what you are doing. This is just part of the nature of online business or even offline for that matter. Be forewarned as you travel in your journey because always suspecting there is something else that is part of the puzzle will keep you sharp. That is one reason why people hire mentors or become a part of a marketing group where you can ask those who do have more experience than you. Facebook is the predominant force in the social site blast that has had an impact on numerous people in the last few years. From its start in 2004, the number of users currently stands at over 600 million and there?s no doubt that this will rapidly increase to the 1 billion mark before very long. This type of growth is impossible to ignore when thinking about the marketing potential of such an enormous global audience and big businesses are already using this to market their brands. There are those that declare this is now crucial for success on the internet and we will examine this in greater detail. Friends chatting and exchanging photos is a description you will often get from folks when you question them about what Facebook is used for. The fact is that when talking to someone we know, we will often talk about either good or bad experiences and businesses are now mindful of the importance of this. The sheer period of time that people spend on the network is an important element to this and if your promoting message becomes part of the discussion, you have a potentially powerful business tool. Facebook business addresses are nowadays being used on all types of ads whereas at one time you would just see the websites shown. A Facebook page is what these businesses are giving so much attention to and they are distinct from our personal pages for instance. The fact that personal users can help promote a Facebook business page is where authentic relationship marketing can certainly come into play. Pages for a business present a way for anyone to ?like? them and in doing so their ring of friends will see that they have performed this. This is the viral effect of Facebook and why so much emphasis is now being given to social media by small businesses. It is clear to see that a well designed page can offer you lots of choices. We are willing to bet that if you took a poll asking how many web marketers run real optimization tests, the percentage would be shockingly low. Do not take this lightly because what you can do with view web page is more effective than most realize. Who will ever know why people in business do not do the things that will help them to make more money. Carelessness along with incomplete knowledge of certain things makes for a tricky combination. You will be faced with new methods and techniques for a while, and all you really need to do is take it in small steps until you see results or feel comfortable. Remember that the nature of testing by default implies it will be a small scale operation. Have an open mind to what you can do, and in this instance we are thinking about all that is possible with using your own website as a test platform. Obviously, some type of script that will record test results will be needed. The page could encourage a person to like it for gaining access to information that is then sent to an individual?s email account. As a result, as well as gathering email addresses, the page is becoming liked on a regular basis. An world wide web business can quickly take off if you ever get this right. Facebook marketing and advertising is a further strategy if you want to devote some money and can compliment the traffic generated through Facebook pages. Google ads have become expensive and so the Facebook alternative has become more desirable especially in the way their advertisements can be set up. The need to keep track of the performance of your ads in terms of money spent and the profits made, is something you would need to do. The advantages to any business to share in the progress of Facebook are clearly exhibited and this can help you to be more successful online.
